He is a Registered Architect with over ten years Postgraduate experience in the Design and Supervision of building construction within Uganda. He graduated with a Bachelor of Architecture, Makerere University - Kampala.

Richard Mugulusi joined the Public Service as an Architect shortly after graduation, where he attained experience in project management, design of numerous buildings, tender document preparation and award and construction supervision.

He has rendered services as an Architect in areas of tender preparation, appointment of contractors, arranging possession of sites, examining the contractor's programs, providing periodic supervision and issuing of certificates required under the contract, and providing drawings for maintenance and operation.

Richard Mugulusi has done extensive work for public institutions especially in the Health Sector. He worked on the development of detailed working drawings, specifications and bills of quantities for the standard health units at Health Centre II, III, IV, & V, the Renovation and Re-Equipping of Radiology Department at Mulago Hospital, for the Ministry of Health. He participated in Support to the Health Sector Strategic Plan Project (SHSSPP); Mental Health Units in West Nile and Nothern Uganda Regions.

He took part in the design of the Phytosanitory Laboratories and Incinerator at Namalere, Mbarara District Administrative Building & Council Hall Architect, Re-roofing of Embassy House & UDC Building, Inspection of the Lift Shafts in Embassy House in Kampala.

As project manager for Soroti District Administrative Building & Council Hall Richard Mugulusi was responsible for liaison with the client and other consultants on the project, and to guide his team on proper performance of contract.

Richard Mugulusi was a Resident Site Architect for the Extension and Refurbishment of Mweya Safari Lodge - Queen Elizabeth National Park where he was responsible for the design and Preparation of site details and daily supervision of works being executed by the contractor on site and to ensure that the work is as per the material and workmanship specifications.

He has designed High-courts in Jinja, Tororo and Fort-Portal and Jinja Central School.

In the commercial sectors Richard Mugulusi has designed the Grand Imperial Hotel shopping mall, worked on a Commercial Building on Plot 6 Burton Street Kampala, Renovation and extension of Commercial Building on Plot 6 Jinja Road, Renovation and extension a Commercial Building on Plot 11 Portal Avenue and alterations and extensions to New Vision offices.

Richard Mugulusi is registered as an Architect with the Uganda Architects Registration Board and a Corporate Member of the Uganda Society of Architects.
